Motivation

We need an image to test the state manager. This image needs to be very similar to the state of the system after a fresh install of ThunderheadOS.

Solution

Adds a new image based from rockylinux/rockylinux:9.8 and installs server-product-environment group.

Care will have to be taken to keep this in sync with the kickstart file in the OS repo… an automated solution to keep these in sync would be ideal, but premature
