### Motivation It looks like the test vm image build process failed, possibly because the shutdown was interrupted by exiting the action prematurely. Regardless, it's hard to tell because we don't have logs until the end of shutdown ### Solution This waits for a specific logline at the end of shutdown, and then waits another five seconds.
